Upload base64-encoded file content into 21RISK file storage and return the internal asset link.

## Request body

  - `tenant` unknown, required
  - `base64` string, required: Base64-encoded file content. The data URI prefix is optional and will be stripped if provided.
  - `fileName` string, required: File name including extension, for example page-1.png or extracted.jpg.
