`POST /v1/agents/{agent_id}/accounts/{chain}/deploy`

Human-only. Broadcasts Safe deployment when Guard audit completes. Returns 501 pre-audit.

- `403`: Insufficient permissions
- `404`: Resource not found
- `501`: Not implemented (Phase 5.1)
